PUNJAB HEALTH DEPARTMENT FULLY EQUIPPED TO DEAL WITH ANY EXIGENCY ARISING OUT OF ONGOING HEATWAVE

*— Health Department advises people to save themselves from the upcoming heatwave*

Chandigarh, April 8: 

On the directions of Punjab Health and Family Welfare Minister Dr. Balbir Singh, the Health Department has issued a detailed precautionary measures to protect the people from the upcoming heatwave in Punjab. According to the India Meteorological Department (IMD), a heatwave is declared in plain areas when the maximum temperature reaches 40°C or more, or when there is a departure from the normal temperature by 4.5°C to 6.4°C. This high temperature disrupts the body's temperature regulation system and can cause various heat-related illnesses.

Urging people to follow the advisory issued by the health department, Director Health and Family Welfare Dr. Hitinder Kaur said all the Civil Surgeons have been given strict instructions to ensure that all health facilities are fully equipped to manage patients suffering from heat related illnesses. Further, required beds have been reserved from District Hospitals to CHC level and PHCs where 24*7 health services are available. 

“Refresher training and sensitization of Medical Officers and Specialists has been completed to ensure accurate diagnosis, as well as effective management of heat-related illnesses.” She added. Civil Surgeons have also been instructed to train and sensitize all paramedical Staff as well including ASHAs to ensure that advisories regarding heat wave reach up to the last mile in the community.

She advised that attention should be paid to local weather news through TV, radio, newspapers, etc. Apart from this, the latest weather information can be obtained from the website of the Meteorological Department [http://mausam.imd.gov.in/]. People should plan their daily activities according to predictions in the severe heat wave conditions.

Dr Kaur emphasized that new born babies, children, pregnant women, elderly persons, labourers, obese persons, people with any kind of mental sickness and immuno compromised persons especially suffering from heart diseases or hypertension should follow the advisory in more stringent manner as they are in higher risk of suffering from the heatwave.


DO's AND DON'Ts TO PREVENT HEAT STROKE

*DO's:*


• Do outdoor work in the cool part of the day i.e. morning and evening

• Drink water every half an hour, even if not thirsty. People with epilepsy or heart disease, kidney or liver disease who are on a fluid-restricted diet should consult a doctor before increasing their water intake.

• Wear light coloured full sleeved clothing when working outdoors. Try to wear only cotton clothes in summer

• Use umbrella, hat, towel, turban or dupatta to cover your head from direct sunlight

• People who work in the sun should rest in the shade or keep a wet cloth on their head to maintain the body temperature

• Always carry water when going out in the sun

• Eat seasonal fruits and vegetables, such as watermelon, oranges, grapes, cucumbers and tomatoes, as they are high in water content

• Offer water to people who come to your home or office for delivery of goods or food

• Use and increase the intake of homemade drinks like lemon water, lassi, coconut water

• Wear sunscreen to protect your skin and dark goggles to protect your eyes

• Eat small meals and eat more often

• Bath frequently in cold water

• Adding straw on roofs or growing vegetables keeps the temperature low

• If exercising, start slowly and eventually increase it over a few days to adjust to the rising body temperature

• Traditional remedies like onion salad and eating raw mango with salt and cumin seeds can prevent heat stroke


*DON'Ts*

• Do not go out barefoot, always wear shoes or slippers when going out in the sun.

• Avoid going out in the sun, especially between 12 noon to 3 pm.

• Avoid cooking during peak summer hours, keep doors and windows open to ventilate the kitchen area well.

• Avoid alcohol, tea, coffee, and carbonated and extra-sweetened beverages, as they actually deplete body fluids.

• Avoid fried food, do not eat stale food.

• Do not leave children or pets in a locked vehicle.


*SYMPTOMS WHICH REQUIRES IMMEDIATE MEDICAL ATTENTION*

• Altered mental balance with restlessness, difficulty in speaking, irritability, ataxia, slurred speech, slurred speech, seizures etc

• Hot, red and dry skin

• When Body temperature rises to 40 degrees or higher

• Severe headache

• Anxiety, dizziness, fainting and mild headache

• Muscle weakness or spasms lasting more than an hour

• Vomiting (nausea)

• Rapid heartbeat

• Shortness of breath


 *WHAT TO DO:* 


Remember, if you find someone with a high body temperature who is unconscious, confused, or has stopped sweating, call the 104 medical helpline immediately. While waiting for the ambulance, begin cooling them by moving them to shade, fanning them, and, if possible, applying cool water to large areas of the skin. Acting quickly can save a life.

ਡਾ. ਬਲਬੀਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਮੇਲਾ ਮੋਟੇ ਅਨਾਜ ਅਤੇ ਜੈਵਿਕ ਭੋਜਨ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ 'ਤੇ ਕੇਂਦਰਿਤ ਸੀ, ਜਿਸ ਵਿੱਚ ਮੋਟੇ ਅਨਾਜ ਦੀ ਖਿਚੜੀ,  ਸ਼ੇਕ ਅਤੇ  ਹਲਵਾ ਪਰੋਸਿਆ ਗਿਆ ਸੀ। ਸਪੀਕਰ ਸ. ਕੁਲਤਾਰ ਸਿੰਘ ਸੰਧਵਾਂ ਨੇ ਕੈਬਨਿਟ ਮੰਤਰੀਆਂ ਅਤੇ ਵਿਧਾਇਕਾਂ ਦੇ ਨਾਲ ਸਿਹਤਮੰਦ ਭੋਜਨ ਨੂੰ ਸਮਰਥਨ ਦੇਣ ਲਈ ਪੌਸ਼ਟਿਕ ਮੋਟੇ ਅਨਾਜ ਵਾਲੇ ਦੁਪਹਿਰ ਦੇ ਖਾਣੇ ਦਾ ਆਨੰਦ ਮਾਣਿਆ।

ਸਿਹਤ ਮੰਤਰੀ ਡਾ. ਬਲਬੀਰ ਸਿੰਘ ਨੇ ਸਮੁੱਚੀ ਤੰਦਰੁਸਤੀ ਲਈ ਸੁਰੱਖਿਅਤ ਅਤੇ ਸੰਤੁਲਿਤ ਖੁਰਾਕ ਦੀ ਮਹੱਤਤਾ 'ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ 'ਈਟ ਰਾਈਟ' ਮੇਲਾ ਨਾਗਰਿਕਾਂ ਨੂੰ ਸੁਰੱਖਿਅਤ ਭੋਜਨ, ਖੁਰਾਕ ਸਬੰਧੀ ਵਿਕਲਪਾਂ ਅਤੇ ਸਿਹਤ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਵਾਲੀਆਂ ਸਰਕਾਰੀ ਪਹਿਲਕਦਮੀਆਂ ਬਾਰੇ ਜਾਗਰੂਕ ਕਰਨ ਲਈ ਇੱਕ ਪਲੇਟਫਾਰਮ ਵਜੋਂ ਕੰਮ ਕਰਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਮੰਤਰੀਆਂ ਅਤੇ ਵਿਧਾਇਕਾਂ ਨੂੰ ਖਾਧ ਪਦਾਰਥਾਂ ਦੀ ਜਾਂਚ, ਸਿਖਲਾਈ ਅਤੇ ਜਾਗਰੂਕਤਾ ਪ੍ਰੋਗਰਾਮਾਂ ਲਈ ਆਪਣੇ ਹਲਕਿਆਂ ਵਿੱਚ ਫੂਡ ਐਂਡ ਡਰੱਗ ਐਡਮਿਨਿਸਟ੍ਰੇਸ਼ਨ (ਐਫਏਡੀ) ਦੀਆਂ ਸੇਵਾਵਾਂ ਲੈਣ ਦੀ ਅਪੀਲ ਵੀ ਕੀਤੀ।


ਪੰਜਾਬ ਦੀ ਭੋਜਨ ਸੁਰੱਖਿਆ ਪ੍ਰਤੀ ਵਚਨਬੱਧਤਾ ਨੂੰ ਉਜਾਗਰ ਕਰਦਿਆਂ ਸਿਹਤ ਮੰਤਰੀ ਨੇ ਦੱਸਿਆ ਕਿ ਫੂਡ ਐਂਡ ਡਰੱਗ ਐਡਮਿਨਿਸਟ੍ਰੇਸ਼ਨ ਨੇ ਰਾਜ ਭਰ ਵਿੱਚ 23 ਮੋਬਾਈਲ ਫੂਡ ਟੈਸਟਿੰਗ ਵੈਨਾਂ ਤਾਇਨਾਤ ਕੀਤੀਆਂ ਹਨ, ਜੋ ਦੁੱਧ, ਪਾਣੀ, ਪੀਣ ਵਾਲੇ ਪਦਾਰਥਾਂ, ਅਨਾਜ ਅਤੇ ਮਸਾਲਿਆਂ ਦੇ 150 ਤੋਂ ਵੱਧ ਮਾਪਦੰਡਾਂ ਦੀ ਜਾਂਚ ਕਰਨ ਲਈ ਆਧੁਨਿਕ ਸਾਧਨਾਂ ਨਾਲ ਲੈਸ ਹਨ।

ਇਹ ਮੌਜੂਦਾ ਵਿੱਤੀ ਸਾਲ (2024-25) ਵਿੱਚ ਆਯੋਜਿਤ ਕੀਤਾ ਗਿਆ 6ਵਾਂ ਈਟ ਰਾਈਟ ਮੇਲਾ  ਸੁਰੱਖਿਅਤ, ਸਿਹਤਮੰਦ ਅਤੇ ਟਿਕਾਊ ਖੁਰਾਕ ਦੇ ਸੱਭਿਆਚਾਰ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਲਈ ਰਾਜ ਦੇ ਸਮਰਪਣ ਨੂੰ ਦਰਸਾਉਂਦਾ ਹੈ। ਫੂਡ ਸੇਫਟੀ ਵਿੰਗ ਇਸ ਲਹਿਰ ਨੂੰ ਤਿੰਨ ਮੁੱਖ ਥੀਮਾਂ ਹੇਠ ਚਲਾ ਰਿਹਾ ਹੈ: “ਜੇ ਇਹ ਸੁਰੱਖਿਅਤ ਨਹੀਂ ਹੈ, ਤਾਂ ਇਹ ਭੋਜਨ ਨਹੀਂ ਹੈ” (ਸੁਰੱਖਿਅਤ ਭੋਜਨ), “ਭੋਜਨ ਸਰੀਰ ਅਤੇ ਮਨ ਦੋਵਾਂ ਨੂੰ ਪੋਸ਼ਣ ਦੇਣ ਵਾਲਾ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ” (ਸਿਹਤਮੰਦ ਭੋਜਨ), ਅਤੇ “ਭੋਜਨ ਲੋਕਾਂ ਅਤੇ ਗ੍ਰਹਿ ਲਈ ਚੰਗਾ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ” (ਟਿਕਾਊ ਭੋਜਨ)।

ਮੇਲੇ ਵਿੱਚ ਤੁਰੰਤ ਮਿਲਾਵਟਖੋਰੀ ਟੈਸਟ, ਮਾਹਰ ਖੁਰਾਕ ਸਬੰਧੀ ਸਲਾਹ-ਮਸ਼ਵਰੇ ਅਤੇ ਸਰਕਾਰੀ ਯੋਜਨਾਵਾਂ ਬਾਰੇ ਜਾਣਕਾਰੀ ਵੀ ਦਿੱਤੀ ਗਈ, ਜਿਸ ਨਾਲ ਇਹ ਸਾਰੇ ਹਾਜ਼ਰੀਨ ਲਈ ਇੱਕ ਦਿਲਚਸਪ ਅਤੇ ਜਾਣਕਾਰੀ ਭਰਪੂਰ ਅਨੁਭਵ ਬਣ ਗਿਆ। ਇਸ ਸਮਾਗਮ ਵਿੱਚ ਹੋਰਨਾਂ ਤੋਂ ਇਲਾਵਾ ਪ੍ਰਮੁੱਖ ਸਕੱਤਰ ਸਿਹਤ ਸ਼੍ਰੀ ਕੁਮਾਰ ਰਾਹੁਲ ਅਤੇ ਐਫ.ਡੀ.ਏ. ਕਮਿਸ਼ਨਰ ਸ਼੍ਰੀ ਦਿਲਰਾਜ ਸਿੰਘ ਵੀ ਮੌਜੂਦ ਸਨ।

ਸਿਹਤ ਮੰਤਰੀ ਨੇ ਸਾਰੇ ਪੰਜਾਬੀਆਂ ਨੂੰ "ਸਹੀ ਖਾਓ, ਸਿਹਤਮੰਦ ਰਹੋ" ਅਤੇ ਇੱਕ ਸਿਹਤਮੰਦ, ਨਸ਼ੇ-ਮੁਕਤ ਅਤੇ ਪੋਸ਼ਣ ਸਬੰਧੀ ਸੁਰੱਖਿਅਤ ਪੰਜਾਬ ਲਈ ਰਾਜ ਦੇ ਮਿਸ਼ਨ ਦਾ ਸਮਰਥਨ ਕਰਨ ਦੀ ਅਪੀਲ ਕਰਦੇ ਹੋਏ ਸਮਾਪਤ ਕੀਤਾ।

OPD services launched at Advanced Autism Care and Research Centre, Mohali on World Autism Awareness Day

• Health Minister Dr Balbir Singh reiterated commitment to make this centre the best autism centre in Punjab

• The institution will give an opportunity to children with Autism to move forward in the society

Punjab Minister for Health and Family Welfare, Medical Education and Research Dr Balbir Singh said here today that the Punjab Government led by Chief Minister Bhagwant Singh Mann is working diligently on the commitment to provide the best healthcare infrastructure and services in the state.


 He had arrived here to launch OPD services at the Advanced Autism Care and Research Centre in Sector 79, Mohali, on the occasion of World Autism Awareness Day. He said that this centre will emerge as the best and most excellent centre in the State for the treatment of children with Autism and to develop their inner multifaceted talent.

Giving the example of children with Autism, he said that everyone is aware of the fame of Elon Musk and Thomas Edison today. One is earning fame as a successful businessman in the world and the other had proved his brilliant intellect by inventing the light bulb. He said that both of them had Autism. Thomas Edison's mother hid the adverse notes sent by the school about her son's intelligence throughout her life and brought her son to the point where he emerged as a great scientist and inventor of the world. 


The Health minister said that children with autism have poor social interaction. They have a different neurology and physiology of learning. He said that the mentality of such children is understood very well by their mothers and they make them mentally strong and enable them to make their own place in the society. He said that the full functioning of this center will help in providing required treatment to such children from all over Punjab and in improving their social interaction and preparing them to face the challenges of the society. He said that the OPD service started today with speech therapy, sensory integration therapy, play therapy and clinical assessment room will be further expanded in the future and next level services and research will elevate this institution as a pioneer institution of Punjab.


He appreciated the initiative taken by Dr B R Ambedkar Institute of Medical Sciences in running this center and said that the Department of Medical Education and Research will provide all possible support for its success. He said that facilities like training, hostel etc. will also be started here in the coming days.


Dr. Balbir Singh said that the delay in the functioning of this center, which was started in 2016, was due to the indifference of the previous governments, but the government led by Chief Minister Bhagwant Singh Mann will now equip it with all kinds of amenities and develop it as a big ray of hope for all children with autism in the State. He ordered on the spot that the remaining work of this institution should be completed on priority basis so that the children with Autism can get maximum benefit from this center.


Among the prominent persons present included Principal Secretary of the Department of Health and Family Welfare and the Department of Medical Education and Research Kumar Rahul, Director of Medical Education and Research Dr Avnish Kumar, Director Principal of Ambedkar Institute of Medical Sciences Dr. Bhavneet Bharti.
